With Law No. 4936, measures and policies are introduced for the adaptation of the country to climate change and to ensure the decarbonization path by the year 2050. Specifically, the following provisions are established:
a) Measures and policies to enhance adaptation to climate change at the lowest possible cost,
b) Intermediate targets for the mitigation of anthropogenic emissions for the years 2030 and 2040,
c) Monitoring indicators for progress towards achieving the relevant goals,
d) Evaluation and readjustment procedures for goals and the adoption of additional measures,
e) Measures to mitigate emissions from electricity generation, the building sector, transportation, and businesses.
Additionally, the creation of a carbon budget drafting mechanism is foreseen for key sectors of the economy and the governance and participation system for undertaking climate action.
In accordance with Articles 16 on Municipal Emission Reduction Plans, 17 on Measures to Reduce Emissions from Buildings, 19 on Emission Reduction from Installations, and 20 on Measures to Reduce Emissions from Businesses, terms and conditions are established, gradually to be implemented.
In most cases, verification of a carbon footprint report is required based on the 2006 IPCC or ISO 14064-1 standards, conducted by a verifier, whether a natural or legal person, who is officially recognized according to the information under document Φ.01.2/56790/ΔΠΠ1828/31.5.2016, in accordance with EU Regulation 2018/2067 (replacing Regulation 600/2012).
QMSCERT is an accredited body for the verification of greenhouse gas emissions based on the requirements of ELOT EN ISO 14065:2013, EU Regulation 2018/2067 (replacing Regulation 600/2012), and voluntary programs for the quantification and reporting of greenhouse gas emissions according to ISO 14064-1 standard, with accreditation number 1289. It is a recognized body according to the information under document Φ.01.2/56790/ΔΠΠ1828/31.5.2016, a joint decision of the Ministers and Deputy Ministers of Economy, Development, and Tourism, protocol number 37354-08-04-2022.
